We need to come up with a simple and elegant way to
allow the administrator to choose the way dates are
displayed.

By simple and elegant, I assume you mean to avoid using the
syntax for date() that some other software uses?

I was thinking perhaps a dropdown (but we could use the
syntax for date() and then just have a help link that
explains it all in a non-programmer way). What do you think?

Well, the date() syntax is a lot more versatile (And a lot
    less annoying to implement).

Okay, I've added this feature. For now, the admin enters the
syntax of the date() function. If you would rather the
    drop-down box, it's only a matter of changing admin.php.

That's fine. We can create some kind of help link or
something to help explain how to use the PHP date syntax.
