I agree with you that english songs I have never used with opensong.
I is a good idea to have installed songs with your language selection.
I would suggest not do this by selected language during installation but rather have checkboxes in the installer where you could check what language packages with songs you'd like to install.
But I fear that by including some songs into the installer we could raise some copyright issues.
As last resort we could make the process of creating an installer as easy as possible and let everyone create their own installer of CS with own selection of songs.

I have a suggestion: When the CS is installed, the songs are pre-installed in accordance with the language selected at installation.
I am Brazilian, and in my church never sang the songs that come with the opensong.
