#9 Resolution of relative URLs

Currently use code from inside the CellML API implementation to resolve relative URLs in some parts of CellMLSimulator. First need to use the same code everywhere and secondly need to incorporate changes in the API code from a bug I found in the way relative http:// URLs were handled.
