The manuals in the doc directory should provide what you need to get
started. There are also -skel files in different places to help you
get started, including skeleton.by semantic-skel.el, and
semanticdb-skel.el where needed. I don't think there is a wisent
skeleton yet, but you can probably start with the awk or calc parsers
in there to just see what's going on.
You also need to decide what your target level of support is, and what
FORTRAN is like. For example, does it makes sense to create a full
parser for your language to extract tagging information, or would a
simpler regexp parser (ie, like imenu) be better? Fortran will have
some interesting lexical needs too if I recall.
You're best bet may be to just try it out, and write to this or
cedet-devel for advice if you get stuck.
