I am still the primary maintainer/developer of CEDET, and I cannot
reliably check code into Emacs CVS due to the nature of the release I
have from my work.
As such, CEDET maintenance going forward will be a merge issue, with
small fixes, presumably, occurring in the Emacs tree, and me merging
them into CEDET/CVS, and major features I'm working with occurring in
the CEDET tree, and Chong periodically merging that back to Emacs.
Short term, I'm spending my time getting ready for the punkin chunk.

Ok, short term for CEDET I'm trying to get 1.0 out. It took a while,
but I finally have most of the test suite automated and running on Emacs
21, 22, and 23.1 (not the CEDET branch) and mostly working for XEmacs
(whatever is installed on ubuntu). There has been a lot of new EDE
build testing going on too. I'd like to wrap it up soon, as this will
probably be the last release that supports such old Emacsen.
I then need to merge the file name changes and other radical pieces that
is in Emacs/CVS right now. The closer I can get, the easier merges will
be going forward. That will remove some of the old compatibility stuff.
That's a big chunk of work, and doesn't really make CEDET that much
better feature wise.
I'll take a guess that the crux of your question is about how to help
make CEDET better. (yay!) If you have write access to Emacs / CVS, then
that is a fine place to check in small fixes. If I know about them, I
will merge back to CEDET/CVS eventually. If you have more complex
changes, CEDET/CVS and/or this mailing list is a fine place for that as
I can help with architecture issues directly, and the test suites are
automated and more complete. If you just want to use the latest, then
Emacs 23.1 and CEDET/CVS and following this mailing list would help me
