I am using emacs 21.4a-1 on a debian 2.6.8 i686 and
when I write anything in a say .cpp file, I see this
at the bottom

what is this and how to fix it?

You can set `semantic-edits-verbose-flag' to nil. If you don't have
that variable, you could upgrade to the latest cedet 1.0pre3 to get
it. Producing those messages is a normal part of the incremental
parser and it's just a matter of making semantic less verbose.
