I managed to get all version numbers updated, and checked into CVS
to prepare for the 1.0 pre-release. This includes Project.ede files,
Makefiles, and .el files where version numbers are.
There is a new cedet/PRERELEASE_CHECKLIST file. At Klaus' suggestion,
when the pre-release is done, we can try out these things to make sure

I also spent time updated the .texi files and NEWS file on things I
remembered that were missing.
Also, based on a JDE thread about folding modes and the little [+] you
get in the source buffer, I added a new feature, which is the function
`semantic-set-tag-folded' in semantic-decorate.el. It uses secondary
overlays to fold a tag, and works nicely with isearch.
There is a new file semantic-fold.el which is CVS only. It depends on
features in Emacs CVS dealing with fringe bitmaps. I think it
matches what was asked for on the JDE mailing list, but if you click 3
times on the folding icon, it crashes emacs. Other things seem ok
