We are slowly moving away from it, and some things have already been
replace with enumerations... remember that some code in the CDK is
more than 10 years old...
The project has a good history of openly discussing these things, and
for a while we had an active 'Request for Comments' approach... these
always included suggestions for a new implementation, and you are very
much encouraged to do so.
Keep in mind that some refactorings take serious effort :)
That said, it seems to propose further split up of CDKConstants, which
I would welcome. Enumerations are the way forward... better typed,
clear last value, ...
