The forum support is officially part of 3.0 which has not been
released yet. If you want to help out with testing the new code you
can do a svn update command and all the new files will come down from
the source forge server (if you have made changes to any file in
ccfiles/* you should back those up -- the best way to prevent
overwrites is to create your own version of home.xml (for example),
rename it and change the setting in the admin screens for the home
After all the files have been retrieved from svn then browse to your
main site adding '?update=1' to the URL.
To use the new forums add a menu item with a url /media/forums
Admin the forums from 'Manage Site' -> 'Forums'

John is (as we speak) COMPLETELY re-doing the internationalization
scheme (also targeting 3.0 release) -- I don't know if he's doing a
migration path from the previous scheme or not.
