#169 Hierarchical navigation chooses conflicting colors for top

Ok. So here's the deal. If you go to the Union
Project site you'll see what I mean. Look at any of
the pages other than Home. They all use a hierarchical
navigation scheme. What I've found is that when you
roll over the top level of navigation, and then you
roll down and over one of the menus below the top
level, the top level text doesn't show up. What I
discovered though is that for whatever reason Caravel
uses the text color and the background hover color in
combination for the top level page when you choose to
roll down and over the menu beneath one of them. In
this case, the text color and the background hover
color are the same color and so the text seems to
disappear. In my opinion, there should either be more
choices for that kind of state, or the top level should
just return to the normal state when you're rolling
down over the menu beneath it. The hover colors and
normal colors should never be mixed together as a pair
because in most cases they won't work together because
they're chosen to work well in their pairs.
