To my recollection, I've actually never heard of calc_mass .. and don't see any reference to it in current or old BRL-CAD sources (searched every version). There was talk recently from someone that was working on adding moments of inertia to either rtweight or g_qa, but looking at the sources this hasn't happened yet.
There is an old tool called "xpa" (written by Gary Moss) that computes moments of inertia, and it's been on the long-term todo list to either integrate the functionality it provided or update the sources so we can include it with BRL-CAD. It can't be just dropped in as-is though because in addition to calling BRL-CAD libraries, it makes use of MUVES libraries and is dependent on just about every old X11 library (Xau, Xdmcp, Xaw, Xbsd, Xext, Xmu, Xi, and others).
Other than that, I don't believe we have that coded in an existing BRL-CAD tool. The docs for rtweight claim that it does moments, but I don't believe the guy that wrote that into the docs actually got around to implementing it..
