Missing isst.bat file

    Compiling 7.20.2 under Windows using CMake complains of a missing isst.bat file - is one available?

    There is one available in a checkout from our source repository (Subversion), but it should have been in the 7.20.2 source release too.  I believe a fix was made recently that fixes that problem and release 7.20.4 should get posted sometime this week with the fix.
