#9 Handle NMEA timestamps without fractional seconds

In some test data I collected a few years ago, I found NMEA sentences like this:

$GPGGA,110313,4025.5209,N,07957.6136,W,1,08,1.0,229.6,M,-33.3,M,,*7A

Note here that the timestamp field has no fractional seconds part. Unfortunately, parseNmeaTime() doesn't handle this; it uses a format which requires the fractional seconds to be present.

I have a patch I can send to correct this problem, if you'll let me know how you want to handle patch submissions.

    Mine gives time using milliseconds... So I never experienced this bug.
    I didn't notice also that the SimpleDateFormat don't handle this correctly.

    If you send me the patch, or attach it here, I can integrate it and mention you as the author.
    Or if you prefer, since now, I know where the problem is I can fix the bug myself.
