Currently, there are two timezone settings - Local to
the server and UTC.

It would be good to provide a user preference of
timezone, which is stored in the tz_offset cookie setting.

    Local is the tz_offset setting - not local to the server -
    at least that is how I've got it set up with the extensions
    for the calendar ;)

    The PROBLEM with the calendar is that while we have a
    Timezone, we have no means of managing the daylight saving.
    So we can only display a fixed tz_offset :(

    Appears Drupal had the same problem, dating back a few years.

    This has actually been fixed now in R2.1
    Needs PHP5.2 to provide the necessary timezone mapping
