#11 configurable locations for binaries/confs/output

I'd like to see some nice easy variables configurable
in the Makefile, to define when building where the
binaries/configs + output directories are to be.
I've been building crude debian packages to use on some
of my systems of bandwidthd and would like to be able
to configure configs to live in
/etc/bandwidthd/bandwidthd.conf, binaries in /usr/bin
and output in /var/www/bandwidthd

so far I've got the packages putting the files in the
right place but then I've had to symlink all of the
config and binaries into /var/www/bandwidthd so I can
run it with ./bandwidthd as it seemed to expect to find
things in the current directory last time I checked the
source.

it's been quite a useful program already, thanks ;)
