Option to explicity state which configuration file you
wish AWSTATS to use, this would be relative to the
working directory of when awstats was started up.

If this option is specified and the file could not be
opened then the application should report the error and
exit fatally.

Without the option existing behaviours should stay the
same.

    For the moment this is possible using the -config parameter
    to specify the file and the -dirconfig (or -configdir, can't
    remember) parameter to specify directory.
    One parameter should be better, but this is too late to change
    this now for compatibility reasons.
