#367 Translated word gets corupted (&OUML instead of Ö)

In these two sections:
Navigation -> Operating Systems -> Versions
Navigation -> Browsers -> Versions

The translated word for "others" is used, in upper case.
In my language this word contains HTML special
character which get all twisted because the web
browsers can't recognise Ö when it should have
been Ö

This problem only occurs two times in the awstats.pl
code as far as I can see, line 8060 & 8153 where uc is
applied on $Message[2].

I have made a little fix for this kind of problem, which
has to be inserted in awstats.pl, when the Perl command
uc is use, watch the attached file.

Keep up the good work in this great project!
