#28 Can't Split MPEG-PS from Video CD

I have a source .mpg file that I'm trying to split using lossless video/audio copy. When I try to save it, I get an error: Incompatible Audio. For DVD, audio must be 48kHz MP2(Stereo), AC3, DTS, or LPCM (stereo).

AFAIK, the source file is consistent with the Video CD standard:
The source file is in MPEG-PS format.
Video is MPEG1 352 x 240, 29.97 fps, 1150 Kbps
Audio is MPEG1 Layer 2 224 Kbps bitrate, 44.1 KHz sample rate

Video and Audio streams are set to Copy.

The format for saving is MPEG-PS (A+V).

It doesn't matter which Muxing Format I choose (DVD, Video CD, or Super Video CD). I get the same DVD audio error message. It also doesn't matter if I check or uncheck the box for Allow Non-compliant Stream.

Using Avidemux 2.5.6 64-bit on Windows 7
