It is a release candidate for the new stable 1.2.0 release.

Audacity 1.1.3 is the latest development snapshot of Audacity, a multitrack sound editor for MacOS, Linux and Windows. Version 1.1.3 includes a mixer toolbar for directly controlling the hardware input and output levels and recording source, gain and pan controls in every track, improved audio I/O with lower latency, higher quality resampling, and more. Audacity's project files now use standard AU files, so they can be read by other programs, but unfortunately this version of Audacity cannot open project files written by previous versions of Audacity.

Audacity 1.1.1 is the latest development snapshot of Audacity, a multitrack sound editor for MacOS, Linux and Windows. Version 1.1.1 includes better international language support, new editing tools and commands, and much better support for MacOS X.
The Audacity Development Team is happy to announce the simultaneous release of versions 1.0.0 and 1.1.0.
Version 1.0.0 is the final, stable version of the original Audacity. It is a good, simple audio editor suitable for recording, mixing, and editing ordinary tracks of CD-quality audio, on many platforms including Windows, Mac OS, and Linux.
Version 1.1.0 is the first beta release of the next version of Audacity, which includes support for higher-quality audio, more audio file formats, more effects, more editing functions, an improved user interface, and support for foreign languages. Though this version has many new and useful features, some of these features are still under development and they have not been tested as much, and there may have problems.
Audacity 0.98 has been released. It includes some improvements to the built-in effects, Vorbis importing on Windows, and a very large number of bug fixes. There is a detailed changelog at:

This is a major revision to Audacity that includes dozens of new features plus some important bug fixes. It is available now for Windows, MacOS 9, and as source code for Linux. A MacOS X version and binary versions for Linux (RPM, DEB) will be uploaded soon.

Audacity version 0.93 brings recording to Audacity (currently for Windows and Linux) plus it includes dozens of UI improvements and bug fixes. This is a huge upgrade that I recommend for all users!
Audacity now supports audio playback on Linux using OSS.
Finally, a release version of Audacity 0.9 is ready (actually version 0.91). If you haven't tried it since version 0.8, you'll love the new tool palette, the envelope editor, the realtime mixing, and improved UI. If you tried a preview version of 0.9, version 0.91 should fix a number of bugs, including MP3 importing.
