Since Bill has asked, I've added a "hold" control the the limiter.
Other than this control, the limiter is the same as the one first
posted in this thread and the default 'hold' setting is the same as
the previously fixed value of 10 ms.

If it is preferred to not have the 'hold' setting, then it may be
commented out by adding a second semi-colon to the start of line 12.

Personally I think it is a little easier for users without the 'hold'
setting, and when I use this effect I almost always use the default 10
ms, but I'm happy for the setting to be included if there is consensus
to include it. It does add a bit more flexibility as a longer 'hold'
setting helps to reduce distortion when dealing with low bass, so I'm
happy either way.
