No, the .pot/.po/.mo file system is a completely different, offline translation system using gettext: http://www.gnu.org/software/gettext/manual/gettext.html (though it could theoretically be put online). The Manual translations are edited online using the wiki system to produce .html pages. The only relationship between gettext and the Manual is that the strings that are translated for the software appear in Audacity when you change to localised languages in the Preferences. So it's important for people translating the Manual to compile Audacity regularly from SVN HEAD so that the Manual uses the identical interface translations that appear in the software.
