Please always state what version of Audacity you are using and what
operating system you are on.
If you want to normalise the songs so they each have the same
maximum level (wherever that occurs in the song), you'll have to
stop recording after each song to make each go on a separate
Audacity track, then Edit > Select All and Effect > Normalize
them all together.
Or if you want to do what you wrote, you can use the Envelope Tool:
(F2) to drag up the track so that the start reaches the level you want
on the vertical scale, and accept that may mean having different
maximum levels for each track. That may or may not mean that some
tracks sound "louder" than the others, because the RMS level (the
light blue in the waveform) is a better guide than the peak level
as to how loud it sounds.
