Thank you for your response. This is close to what I'm looking for. However, I think I need to take the notes in the separate program as it provides assistance for the note taker by pulling information from a database. Some of the information that needs to be entered in the note can be done with a single click (e.g. the speaker's name) using the separate program. The note taker could not keep up with the various people talking in the recording if he had to take the notes using audacity.
I thought about totaling up the bytes of all of the "*.au" files each time a note is taken and calculating the total recording time from that, but this would not include what's in audacity's buffers.

You can do this in Audacity using the "Add label at playback
command (Control-M, in the Project menu, requires 1.2.3 or later).
If you need the notes to be in a separate file, you can use the "Export
Labels" command to save them to a text file after the recording is
finished. Does this work for your needs?
