Audacity Beta *does* have experimental batch support, even the outdated
1.3.2 version you mentioned (File > Edit Chains and File > Apply Chain).
You don't say what you mean by "no luck", but Audacity does not accept
instructions from the command line, except for launching (which can
include setting an audio file or project file as an argument). Once you
have Audacity open, you can try Autoit to write macros that will work
on menus. Some people use it as a way to use shortcuts to access effects:
