In response to a couple of comments that I made on pages in the manual regarding
Green-lighting pages as ready for publication, Gale confirmed my understanding
that one of the triumvirate of himself, James and Bill were the official green
lighters, but lacked the time to perform this task sometimes (I sympathize with
the time poverty issues).

more. Perhaps using ToDos is more pragmatic, though new pages probably
shouldn't lose their P2 until one of the three mentioned removes it.>>
What I would like to propose is that we introduce a new status
of"Amber-lighting" to enable the manual editors to mark a page as ready for
green-lighting and final review by the triumvirate. A page should only ever be
amber-lighted once all its ToDo2s and ToDo1s have been cleared.
The amber-lighting would indicate to editors that no immediate further editing
should be necessary on that page
We could extend this idea further and introduce "Red-lighting" too - to be used
when a page is under construction or major re-development as is not yet fit for
publication (IIRC we used to have such a marker on the Wiki to indicate a WIP).
