I downloaded Audacity, and presumably the effects plug ins =

As shipped, Audacity comes with a number of built-in effects which you will
see above the divider in the Effect menu. Underneath the divider you will
probably also see SC4, Hard Limiter and GVerb. You can add additional
plugins (which will usually appear underneath the divider in the Effect menu)
according to what operating system you are on. See:
As you can see on that page, there is a substantial collection of over 90 LADSPA
effects for Windows which you can download separately. If you are on a Mac,
