I modified the Cleanspeech chain and it seems not to work reliably.
Some actions are never applied or are only applied when I repeatedly
start the chain.
To apply the effect individually works well.
Remark: Found that a similar bug related to pitch effect was resolved
recently, but am not sure my problem is the same ...

You are running a Beta unstable version of Audacity which is by definition
unfinished. I would certainly suggest you upgrade to 1.3.3 as some work on
improving Chain Processing has been done since 1.3.2 and we are still
working on this in the current code even now. You can download 1.3.3 here:

We have just committed a fix to CVS to make Change Pitch work in batch
processing, if that is what you mean. This is not in the official 1.3.3 release
as it has occurred after it. You can always build Audacity from the latest CVS
development code if you wish:
