Create another track and fill it with white noise (Generate > White Noise). Apply the Equaliser effect to cut out all frequencies above 3kHz and below 300Hz approx.
Do the same for the voice above 4kHz and below 300Hz.
Then reduce the volume of the noise track to get the voice audible over it (possibly about -35dB, so start off with the Effects > Amplify command).
You might want to compress the voice track first to improve inteligability (Effects > Compressor).
