Surpeisingly, today it is correctly displayed in Japanese.
I don't know why it was resolved, but now it is OK.

In fact, pages under "Help" are displayed correcrly in Japanese.
Most of other pagese including the front page are displayed in English.
When I change the language into French for example, it changed so,
and changed to Japanese, it displays English.
 
I might have made small change in those pages because I found
some quite trivial wrong translation there.  But I believe I didn't
touch HTML tags at all.
 
Please advise/

All I changed in your .po file was </url> to </a> in the playthrough

which is displaying correctly. All the other languages I committed
yesterday seem to be displaying correctly everywhere I have looked.

Do you see any pages other than the front page:
http://audacity.sourceforge.net/?lang=ja

where the language has reverted to English? If you changed something
on the front page since last time, that may have caused the problem. If
you don't recall any changes there, I'd have to diff the previous and
current .po files to figure out what changed.
