Hi Billy,
There is no "File Format" in the list of preferences.
These are the entries:
Devices, Playback, Recording, Quality, Interface, Tracks, Import/Export, Extended Import,
Projects, Libraries, Spectrograms, Directories, Warnings, Effects, Keyboard, Mouse.
In the Quality setting, there is no provision of setting the bitrate.

audacity 2.0.1,  fedora 16 i686
Billy gave you the settings for the deprecated 1.2 version.

Dave gave you the answer for the current 2.0.1 version, use
the "Options..." button after selecting "MP3 Files" when you
export:
