No

It is described in
http://savannah.gnu.org/download/aspell/manual/user/3_Basic.html#SECTION00422000000000000000.

I have emacs21.2.1. (I guess a quite recent one).
Questions:

1) There is a $HOME/.emacs file, but its main statement is:
;; custom-set-variables was added by Custom -- don't
edit or cut/paste it!

But when I go via Menu "Options - Customize Emacs", I
don't find a way to add a variable (since
ispell-program-name is not defined) - how would I do that?
Please update the documentation!

2) More arguments: In
http://www.mail-archive.com/aspell-user@lists.sourceforge.net/msg00503.html,
also (setq ispell-extra-args (quote ("--conf-dir="
"c:/aspell"
"--dict-dir="
"c:/aspell/dict"
"--data-dir="
"c:/aspell/data"))) is mentioned, wouldn't that be
useful for the documentation too? Or for
http://savannah.gnu.org/download/aspell/manual/user/2_Getting.html#SECTION00356000000000000000

3) It appears that the "reverse" issue you mention
dates back to 1998 - are there still lots of people
using that old versions of emacs? Or could the
documentation be updated (e.g. to mention the emacs
version this problem is likely to occur with - since on
win32, I do not have ispell at all.)

Apparently some file flushing was needed. A patch was
provided and the binaries followed shortly.

Now it works when I do:
    http://www.mail-archive.com/aspell-user%40gnu.org/msg00150.html
    and set
    --prefix="c:\aspell" --home-dir="c:\aspell"
Otherwise, it still defaults to C:\aspell\bin_n as prefix
and $HOME is taken to place the personal dictionary en.pws
while the 50.3-2 with curses takes c:\aspell and ignores $HOME

Also, it is strange that the user interface changed:
    before (50-3-2-curses) used a=add and i=ignore, now
    (50-3-4-nocurses), it is a=acceptForSession and
    i=insertInPersDict
