I ran regression test and rev.11748 broken (actually, crashed) as well as 11746.
The culprit is being boot.lisp this time. This is what I got:

 PRINT.CONS.1 PRINT.CONS.2 PRINT.CONS.3 PRINT.CONS.4 PRINT.CONS.5
 PRINT.CONS.6 PRINT.CONS.7 PRINT.CONS.RANDOM.1
Test PRINT.CONS.RANDOM.2 failed
Form: (LOOP REPEAT 50 NCONC (LET* ((N 20) (CONSES (APPLY (FUNCTION VECTOR) (LOOP REPEAT N COLLECT (CONS NIL NIL))))) (LOOP FOR X ACROSS CONSES FOR J = (RANDOM N) FOR ...) (RANDOMLY-CHECK-READABILITY (ELT CONSES 0) :TEST (FUNCTION IS-SIMILAR) :CIRCLE T)))
Expected value: NIL
414.508 seconds real time
432181203 cons cells
Debugger invoked on condition of type STORAGE-CONDITION:
  Stack overflow.
Restarts:
  0: TOP-LEVEL Return to top level.
[1] CL-USER(4):

Based on a number of cons cells it looks like it got into an infinite loop.
I could not reproduce CONTROL-ERROR in 11746 because it failed much earlier in my environment, which is Windows 32-bit, Sun's Java 6 Update 13, NetBeans 6.5.
