It would be a fair amount of work. J's parser would need to get a bit
smarter than it currently is, so that it would have a more exact notion
of the current context. You'd have to implement some sort of database
from which to take the code completions. You might have to introduce
the notion of a project, so that each project could do code completion
on its own code base. And there would be a bit of UI work.

I'm not sure what you mean. The way I run j, I never see an open dialog.
