    .net is a part of vista, but not xp and there are different versions of it. As many programs depend on it, I'd say it should be included.

    There are many applications that self update through Microsoft Update and the like, but we might want to "seed" them during a fresh OS install and let the other updaters do their thing after that. Some other software for that includes:

    .NET
    Security Essentials
    Windows Live
    EMET
    Crashplan

    Anything else I've missed?

    It looks like these install to:

    C:\Windows\Microsoft.NET\Framework\

    C:\Windows\Microsoft.NET\Framework86\

    Probably the best file to key off of is System.Core.dll
