Using the key Ctrl+left/right on a tabular form cell should more to the previous/next cell on the tabular form row. If it's the last/first field it should move the the next/previous row.
I frequently use Ctrl-Left/Right to navigate quickly between words in a sentence, especially for Copy/Pasting purposes. I would find this navigation feature to be very irritating.
