tdime in your case is 113 and apbs compute tnlev, in your case tnlev is 3   but  VMGNLEV is fixed to 4  in the header vhal.h

so the previous row reads as follow:

if ((113> 65) && (3 < 4))

then apbs print this warning

thenapbs  reset nlev to 4

This is what I have understood reading the code and  the programmer guide I hope that Nathan will confirm this
