There should be a list (drop down menu) for developer dilution to be filled out by the user. I promarily use Kodak D-76. I use it both full strength, and diluted 1 : 1. Right now I have to make two entries for this developer. One for full strength, one for diluted.
You can remove the dilution property from the developer you use in the equipment library and then edit it later on for each image after you applied other properties of the developer.
