#1 Language setting

Goal:
Allow Amphetarate Users to set language preferences so
that they do not receive news in languages they do not
understand.

Feature Requirement:
AmphetaRate Users shall be able to set individual
language preferences, so as to restrict the languages of
the news they shall be receiving.
Upon new user registration or profile editing, users shall
be presented with a list of known languages, and shall
be able to set which ones they understand (for example
with a checkmark).
These settings shall be permanently stored in the user's
profile, and shall be editable at any time.
News in languages that have not been chosen
(checkmarked) by a user shall not be sent to this user.

Yes, I understand it is a requirement and I expect it to be
completed in 2 months (need to code and switch to another
hosting service).
Also, I would change that requirement such that AmphetaRate
will automatically detect which language the user speaks,
instead of requiring the user to input that. Although it
could be optional for the user to select her languages...
