#129472 Connection refused on port 22

I followed at instructions for uploading an SSH key for shell access, but I keep getting connection refused on port 22:

ssh -i sf-key-file david-m@shell.sourceforge.net
ssh: connect to host shell.sourceforge.net port 22: Connection refused

The IP address that shell.sourceforge.net resolves to is:

66.35.250.208

I have tried from multiple sites in australia and one US site without success. I couldn't see any outages listed on the site status page so I figured I had better see what was going on.
