#42 connection string doesn't support chinese character

OS: Windows 2000 SP4(traditional chinese version)
Library: SQLite ADO.NET Provider 0.21
Language: C# (Visual Studio 2003)

Detail:
I found something very stranger, the connection won't be
established if connection string containg file name with
chinese characters.

I can't realize what happen since .NET string support
unicode ? it's oddly... I have try for a while to make sure
the main cause of problem is chinese characters.

PS: connection string was setting up through textbox
(.NET) rather than coding directly into the source.

PS II: It works fine when use filename with ASCII
characters .

    There is also the same problem when using a connection
    string with german "umlauts" like , or !
