I have seen that there was a codec kindly provided by BBC, but it does not seem to be available any longer. Could anybody tell me what happened to the codec or where it can be found?

Yes, we provided an experimental MPEG-2 long GOP codec integrated into the AAF SDK in June 2001. This was essentially the MPEG software simulation group codec encapsulated within an AAF codec plugin. It was distributed separately from the main SDK and used in a few demonstrations.
Since that time, the industry has developed MXF, defined standards for MPEG descriptors and there are multiple software packages & products for creating and reading those bitstreams.
Probably best not to resuscitate a 2001 prototype. A better bet now would be a commercial product or ffmpeg or ingex software.
