You must have a /etc directory. The dll cannot be stored in the root of
the drive. So assuming, for example, msys-1.0.dll is in c:\msyscopy\bin
then you need a c:\msyscopy\etc as well. If, for example, you have
msys-1.0.dll in c:\msyscopy then you need a c:\etc as msys will consider
c:\msyscopy the /bin directory.
