Summary: Broken Localization if incomplete WO is printed

Initial Comment:
DCMMS 1.1.0
When the users prints the workorder before the data entry
screen is complete, gettext messages garble the display.

Two options for fixing:

* Disable print link in this case (initial entry)
* More robust implementation on the print_workorder.php
