AFAICT, "target version" was introduced to support the roadmap
feature: if you merge the two, the roadmap and changelog pages will
show the same information.

Am I missing something?

   Roadmap is forward looking (unresolved issues in future versions).  
Changelog is backward looking (resolved issues in released versions).

   It may simplify things to use a single field with a different  
label depending on the report.

That's also how I understand that

Right now, we are setting the "target version" of bugs to major
releases (1.1, 1.2) so that checking:

http://www.mantisbt.org/bugs/roadmap_page.php

we understand how far we are from the actual release.
However, when bugs are fixed, the "fixed in version" is set to the
next release candidate version, so it shows on the:

http://www.mantisbt.org/bugs/changelog_page.php

in the correct release.

Of course, we can discuss about whether this procedure makes sense or
not; nonetheless we can't do the same with a single field.
