That's also how I understand that

Right now, we are setting the "target version" of bugs to major
releases (1.1, 1.2) so that checking:
we understand how far we are from the actual release.
However, when bugs are fixed, the "fixed in version" is set to the
next release candidate version, so it shows on the:
in the correct release.
Of course, we can discuss about whether this procedure makes sense or
not; nonetheless we can't do the same with a single field.
