I'm not sure what'll happen if LIRC is not configured to use a
transmitter, you will probably get a failure message. But there's no way
for LIRC to detect the physical presence of a transmitter (as long as the
serial port is there). Basically the voltage will change on the DTR pin of
the serial port, and LIRC will indicate success whether or not there is
actually an infrared LED attached to the serial port.
