It's not implemented in GNOME or KDE. KDE rejected the proposal because
they already have their KNotify stuff which puts icons in the tray and
can pop up messages and make sounds etc. The GNOME folk aren't too
fussed on implementing a standard that nobody's going to use. If you did
want to make the docklet raise messages, you could steal metacity's
tooltip style widget, or Gaim's buddy list tooltip widget, or any number
of things, and bolt them on, or do it in a seperate plugin...

I know of one or two plugins for Gaim which add pop-up event
notifications (like MSN does in windows) in differing fashions. Have a
poke around in the patch/plugin trackers on sourceforge.
