The hostname should be vxl.cvs.sourceforge.net, not project.cvs.sourceforge.net.

I did the following, without any problems:

cvs -d ':pserver:anonymous@...' co -P vxl

(This is not WinCVS but cygwin's. Should not matter for the authorization check, though.)

I suppose the reason is the password: I'm using an empty password (which works) while I guess the
password "anonymous" is not accepted.

Does it work to pass an explicit empty password to WinCVS?

No luck so far.  I was trying to use WinCVS version 2.x trying to 
adapt the instructions at 
<http://www.cs.bris.ac.uk/~cooper/vxlcvs.html> which were apparently 
written some time ago for version 1.x.  But no luck.

So I deleted WinCVS and downloaded and installed CygWin like several 
people recommended.  I used Peter's command line, but received the 
following error message from cygwin:

jgreen@... /
$ cvs -d ':pserver:anonymous@...' co -P vxl
bash: cvs: command not found

My understanding was that cvs was part of the default cygwin 
installation?  Apparently not. This is the reason I abandoned unix 
for Windows.  Nothing seems to work unless you know the correct 
"magic unix commands".

Any suggestions would be appreciated.  Should I delete cygwin and go 
back and reinstall WinCVS and try again?

Unless you have any particular need to use the latest development 
version, I suggest just downloading the VXL tarball from 
http://sourceforge.net/project/showfiles.php?group_id=24293

Whilst the WinCVS may be useful for doing routine stuff, I have found it 
to be a right pain when trying to sort out problems with CVS 
connectivity. If you don't like "magic unix commands" then I would 
suggest avoiding CVS, and good deal of other advanced development tools.

cvs is indeed not installed by default if you install cygwin.
Don't uninstall cygwin, but re-run setup.exe (or just go to
 http://www.cygwin.com and click on the "Install" icon).
There, on the "Select Packages" page, click on the "+" in front of "Devel",
scroll down a bit, and select the "cvs" package by clicking on "Skip",
which changes into the version number (1.11.17).
Finally, press "Next", and cvs will be available.

short answer:
It is too far down our priority list to ever get done.

long answer:
Having nightly tarballs isn't a common policy in many small and medium 
sized open source projects.

I guess that this is a classic catch-22. Anyone with enough experience 
in CVS doesn't need a source tarball. The first person who would like to 
use and provide a nightly source tarball service won't have the CVS 
experience to do it.
