Did the Win 98 machine have a CPU older than i686 (e.g. Pentium and older)?
If so, try downloading the latest version which has corrected this problem
for the i386/i586 architectures.

You only need autoconf to create the configure script, not to run it. If you
have problems running any configure script, you should report them first
before trying to get and install autoconf/automake.
