sounds like your CPAN module is trying to use a bad data source. What
OS are you running?

I found that problem as well on RH 8...but a few well-placed ^Cs seemed to
do the trick, after much frustration.

Yes.  For XML::Twig, for example, download the file
<http://www.cpan.org/modules/by-module/XML/XML-Twig-3.09.tar.gz> and
do

% gzip -dv XML-Twig-3.09.tar.gz
% tar xvf XML-Twig-3.09.tar
% cd XML-Twig-3.09
% perl Makefile.PL PREFIX=/usr/local
% make
% make test
% make install

You can download the other modules you need from similar locations
underneath <http://www.cpan.org/modules/by-module/>.  If you want to
install in somewhere other than /usr/local/ (for example, your home
directory) change the PREFIX argument above.

You might need to check after installing that the directory you chose
is in Perl's include path.  For example if XML::Twig installed
/foo/perl5/lib/site_perl/5.8.0/XML/Twig.pm then the directory
/foo/perl5/lib/site_perl/5.8.0 would need to be in the PERL5LIB
environment variable, which is set like PATH.

It would help if you say what OS you are using.

Sure!  go to http://search.cpan.org/
- enter module name in search box
- find the latest version and download the tarball
- unpack, and read README and/or INSTALL for instructions.
