Summary: need dynamic scale for BigDecimal

Initial Comment:
In the method DataHandler.getPyObject(), a hardcoded 
scale of 10 is used for .getBigDecimal().  This should 
be changed to:

int scale = set.getMetaData().getScale(col);
BigDecimal bd = set.getBigDecimal(col, scale);
obj = (bd == null) ? Py.None : Py.newFloat
(bd.doubleValue());
